Thanks for the responses thunderchero and adi. I finally discovered my problem. I copied a Vanilla install by just making a new folder in Windows and copying the files, and I put the copy in a subfolder of Vanilla (I did use a different folder name). Thanks for the reply, I appreciate it. I'm still stumped. I use UE to open the stbof.res in the install path, and I hit save without changing anything. I close everything out to be sure, and return to the same location and open the stbof.res file. UE shows my new changes, but when I launch the game ...

I may have found a possible bug in the Error Correction mod 3.0. On the Tech screen, under Object Database, when I select the Food tab with my mouse the game terminates.
