new minor race won't build ships

Hello botf-community,
I used the UE to change 3 minor races into new minor races. They should build their own ships. 2 of them doing it perfectly fine. But the 3rd builds no ships (I changed mintakans into son'a with their own ship). I started new games and tested it many times with the mudd-cheat.
I have 13 minor race ships in the shiplist. I have seen mods with more minor race ships, so the number of ships can't be the problem. The build cost, maintenance cost and tech level for the son'a ship is very low. I looked for solutions here in the forum but found nothing.
Has anyone an idea why the minor race doesn't build ships?

Hi Kurn,

check in UE if race is set to have dilth in edit/Races/race info

also

check in UE if race is set as explorer in edit/AI/minor race attitudes

also

you may need to check tech levels in edit/starting conditions/starting technology, since you selected "mintakans" some of there tech levels are very limited (change tech levels to a normal advancements like Ktarians have).
