It can be a slow process sometimes. If you're aiming for not a perfectly round ring, I suggest creating a box and continuing to duplicate and rotate until you have a ring. This creates more of a octagon-ish shape though. :)

You can find the Major's Cardiff Class as part of a download called map_bundle_pack, either here or at A2Files. The pack consists of the Cardiff, a few other Fed ships, a Dominion ship, a Cardassian ship, a Klingon ship, and a Romulan ship.
