Ship Tier System

In each age, there will will be 9 tiers of ships. This is used to sum up the combat effectiveness of a ship (weapons, shields). I haven't made any changes to my graphics cards whatsoever, I did do a few HP updates between then and now, and I know HP upgraded/updated my bios. Could this have any effect on whats going on?
