Neutral Stations for A1

Is anyone interested in neutral stations for A1. I think the way to do it is to make the station basically invincible (no weapons on station!) except, make it lose shields and all crew quickly so it can be captured.

I had an idea on the galaxy upgrade to galaxy-X where you could class label it a starbase and use the officer upgrade to upgrade to galaxy-x, but it wouldn't affect the weapons capability. Although I forgot to mention there are other problems with this if you use it on a shipyard. (I don't want to figure them out but here they are!) A. You can only put one ship on the build que at a time which means that the original class label had some kind of coding to allow the building of freight...

I was wondering if it stacked because I want to create a veterancy weapon that makes ships improve their firing rates permanently. This would make ships better instead of your regular off the assembly line john doe ships.
