I'd hazard the locations are stored in the exe
Fleetops had to write their own shell files to change the default A2 menu. Can take a look at their files, maybe they found something. But I'm pretty sure this is hardcoded into the exe.

shell_cfg.h is not used by the game. The numbers don't correspond to actual button placements.
