MilkShape 3D is probaby your cheapest solution ($35 USD)

This software will allow you to model and there is a plug in pack that allows you to export them as SOD files. Its not too hard to learn and many Armada modellers use this application.

And for doing the textures there is paint.net which is free and easier to use than gimp.

FYI, my absolute favorite modeling program is Newtek Lightwave 3D :D
I tried the trial version and fell in love with it. But it's rather expensive and doesn't directly export to SOD.

Gimp is free, and good for doing textures if you can't afford messing with photoshop or forking over money for it.

Gimp

One advantage of GMAX is that you can find books in the bookstore regarding its use (at least I think they are still available). But you are still going to have to use Milkshape to covert it.
