I too have had the upgrade error where ships upgrade in name only. Self repairing if you group the ships that didn't upgrade properly with either ones that did or a new build of the same type. Odd. With respect to science and research I'd vote for a longer time/higher requirement. It is supposed to be an "All the Ages Mod" afterall, so you should get stuck, so to speak, at the various development levels. I chose two. It looks like an evolution of the Centaur which is another ship I quite like.

One looks like an evolution of the Intrepid and whilst three looks good two looked to be a slightly smaller ship which apeals for some reason.

It would involve bringing up something like a SP chatbox too. Why would it need a chatbox? I was thinking more like your mod when you begin to make an outpost in Galm it gets named. Federation have the same bug/feature? Ships built at Sol came with 700 experience, ships ordered to train there got 4 (Yes only 4) experience. The other issue from a Botf perspective is that the Galaxy is not the best top line ship in the list for the Federation, the Sovereign is. Unless other ships like the Valdore class or the Scimitar are added to the Romulan list by modders, the D'deridex does remain the best top line ship in the list....
