I'd just accept. At the point the offer comes you know you're going to win and the mop up is usually uninteresting (and especially long and annoying when you're the Federation though you're not in this case).

It does make the ships harder to destroy thanks to damage control and more defense, so if they get attacked experienced transport ships are more likely to escape.

i play mostly UDM3.0.dc On impossible I only get to sabotage when i have like 50+ systems and they have only a few left. I'm not sure the comment has much basis in actual gameplay. The same screen also says that Ferengi ships are lightly armed, but they actually have huge numbers of torpedoes that can cause serious damage, and about the same number of beams as Federation and Romulan ships.

Edit: My plan may be derailed by just how sluggishly Strike Cruisers move in battle, though, even with incredibly high agility.
