It means your star system needs a yard in order to get any ship scrapping revenue. MP folks mostly scraps colony and TT ships the same turn and the same location they were built, so it doesn't matter since there is a yard anyway. It does NOT care about the ship type/function. So depending on current list sorting the minor races might build kinda useless random fleets with mostly colony and TT ships. If this is really vanilla then the Klingons are not ever making their notorious K'vort Heavy Cruisers— so not has difficult as it may seem since your fleets will be of better quality. Still, the the stats on Klingon vanilla ships is crazily powerful as a whole, so even Destroyers and Battle Cruisers...
