Are you guys sure about his point number 2? That's only true if the major race CONQUERED the minor race. I thought if the minor race joined the major race willingly, they can still be "gifted" to the point where you can ask them to declare war on that alliance.

I am a very big fan of moo2. I was wondering if you guys thought that this game, GalCiv2, was actually BETTER than moo2. What do you guys think? In my book, moo2 is only slightly less enjoyable than BOTF, so that should give you a litmus test of the high-regard I put moo2 in.
