Hey, guys. I've tried editing meprvnum.bin and as long as all the values for the major races (Cards, Feds, Fergs, Klings, & Roms respectively (the alphabetical ordering of the various empires seems to be the default for values in trek.exe and the many files in stbof.res)) are the same (as below)...
