dev 3 was released less than 1 month ago and has not been changed. you must be talking about prior release. I was certain that outdated installer had a 'dev3' in its filename. I did an initial run on Easy difficulty, then tried it on normal -- still not noticing any territorial expansion of the major races. In vanilla botf they do an outward colonizing rush just like I do.
