Birth of the Federation

I have been trying this on a first turn saved game. As soon as I explore the swaped minor race's system, the game crashes. I think I will just try my luck with the races that are generated. I haven't tried altering any existing planets for fear of a crash as well.

Is there any way around this? I would like to start a game with preset conditions, where I have the minor races that I want but can never get say, Vulcans and Bajorans to spawn on the same map. Do I have to play the minor races that are generated for that map?

Is it possible to create a custon map where you can predetermine where you will start on a map and which minor races are closest to you? Or can you only modify a map with the map mod?
