Birth of the Federation

It's a nice fun mod, love the scale of it..wish the other powers were as polished as the Federation is though..

Apologizes if its been asked before, but is it possible to mod the game so that minor races can colonize other systems?It would add a new dynamic into the game, plus several episodes have suggested that some minor races have colonies.
