I get 4 or 5 colony ships and troop ships build first, then concentrate on building a battle fleet while they're off hoovering up the nearby systems. Raid, pester and annoy your oppo until they declare war. Then take care of the colony while wailing upon their fleet or outposts. That way you won't suffer from declaring war and while you're being kicked for bombardment, you're offsetting that with combat victories.
