You can turn off the borg while leaving the other randoms on. You need to find your botf folder then open the file stbof.ini using notepad. @ EBER3, I did not have a problem with the BETA files. It might be worth downloading them again, just to make sure you don't have a dud copy. That could be. easy fix if you want the first outpost to upgrade to final starbase by tech levels, set all of them to function outpost or starbase but not both. then all will upgrade and troop transport will be able to build the starbase availible at the tech level you are at.
