If you as the Feds are at a particular level of strength, then they won't declare war on you...they only do it when you're in a weaker position than them.

You'll see when you watch it. I would not say that it violates canon, but I believe Paramount intended it as a reboot of sorts.

DS9 is the best Star Trek series ever made, in my humble opinion. I agree that Season 4 is where it really took off, but that doesn't mean you should toss Seasons 1-3.
