It's an OutOfMemory error. We have been getting some of those. I'm not sure if it's related to the AI being more active in diplomacy.

Is there an anomaly nearby that might be cancelling the scanner? It's odd that it cancels exactly the strength of the scanner, but it's not impossible. Some anomalies have a rotating or a pulsating effect, some are static.
Can you check please, and report back?

Some reports say that it's a bit too easy to get minors to join; that's one of the reasons for being reticent about making it even easier. The Feds have enough advantages already, so we need to be careful with these changes - considering that their personnel is also more prone to having good stats ...

As the Supremacy prefers shorter distance trade routs IMO it's what makes sense. It can be discussed though. I would propose to have an option to update them without any penalty, as the empire growth would allow nearer systems development. It's in the suggestions list, though it should only be poss...
