Okay, makes sense. It's just weird, that a finished diplomat automatically returns home for 8 rounds, and then is send back to a star system close to his former destiniation for another 9 round. There is no cap on which TL any civ (major or minor) can reach. There's only a multiplier for when you start in a Starting Level higher than Early - each TechCurve has its own multiplier, so that say in an Advanced start, majors and TC6 minors start at max (TL7 for Advanced), TC5 minors start at eit...

Travel time depends on your tech level, more precisely on the speed of your ships at your current tech level (can't recall if it's the highest speed of the available designs). That's because you kept research allocation at the default balanced distribution (16-17% in each field); it's a bit less efficient than focusing on one field at a time (which would yield 64 RPs - still should have been 65...).

Ok. So, we need to come up with a way to implement that. There must be (TL) thresholds for each habitability level (Comfortable, Marginal, Hostile, etc). What do we check? Average tech level? BioTech TL only? The descriptions of BioTech techs do hint some at terraforming and whatnot. Any suggestions...

Oh, right, the UI click sounds. Those are played from the XMLs, so they have no check.
Yes, that seems to be the best solution. I think BotF has such a sound (silence)?

Yes to the colony management part, no to the terraforming part - but that's on purpose, so that empires can terraform their systems for them, and thus improve relations. But I can change that. Actually one of the things in the ToDo list is to have higher level minors start with more terraformed plan...
