Main Multi-Installer and the Borg

Why does the Main Multi-Installer turn off the Borg as a default while installing? I didn't even realize it had done that until I went into the folder and looked, as it isn't written anywhere. Doesn't the ISO/CD have ti start as ON, and if so why was this changed for the multi-installer?

Maybe, because they really anoying to play if you encounter them at the beginning of the play, even at high tech. But always you can turn then on.

They can do that? I've only ever seen they appear around turn 40 at the earliest.
