Multiplayer games

Hey, I play multiplayer udm3 games with 2 friends online. I want to change the way the starbase updrgrade process works. I don't want it to automatically upgrade from outpost to starbase, I know how to do this but my question is can I as the host just change these settings on my comp or do my friends have to make the changes on there comps as well?

all players would need same changes.

If changes are made with UE it will allow extraction of only the changed files so other player can add files with UE.
