territorial claim is based on three (?) requirements I hope I've listed them in priority order:-
1. Star System colony (this can be either major empire colony, rival empire subjugated colony or membered minor) and will go to the appropriate empire.
a. Major empires homeworld, subjugated systems or colony are controled by the appropriate empire
b. Sectors surrounding a Major empires homeworld, subjugated systems or colony are controlled by some type of cumulative infulence calculation.
c. Rebel empire colonies always are independent space (but have no diplomatic status.)
d. Minor independants are shown as fee space but have diplomatic status (i.e. can't attack without war)
2. Outpost
a. An outpost in free space, affiliated minor or uninhabited star system will give teritorial claim of that sector to the appropriate empire.
b. An outpost in a star system colony will claim all surrounding sectors unless 1. a,c,d is satisfied by other races.
c. An outpost under construction has no effect.
3. Starbase
a. A starbase in free space, affiliated minor or uninhabited star system will give teritorial claim of that sector to the appropriate empire.
b. A starbase in free space or uninhabited star system add to the cumulative infulence calculation.
c. A starbase in a star system colony will claim all surrounding sectors unless 1. a,c,d is satisfied by other races.
d. A starbase under construction is effectivly an outpost.
the cumulative calculation seems to have a range of two sectors and I think it looks something like this:

_ _ # _ _ _ _ _ _ _
with the inner ring of influence having a initial value of ~ 2/3 and the four outer cardinal points for a star system of starbase having a value of ~ 1/3 so where there is overlap you add the values and if the control values is over 1 then it is claimed.

if you make it like this, then why don't scanners and flight range work that way either?
no, please, it's a great tactical feature and just looks so much better when there are no such huge rectangles
Its ugly, fair enough. I just think its more practical for a Starbase to be able to scan an equal amount of sectors in all directions. Also there is less chance to have unclaimed sectors far between outposts.
