This is a noob question, but bear with me
I just downloaded the game and its been several years since I played, but I remember maintenance costs for fleets curtailing my dreams of massive armadas of ships when I played years ago. All I really want to do is lower the maintenance cost by about 75% on all ships so I can build a huge fleet and have some serious battles going on.
1) can I do this with the "ultimate mod"?
2) will the AIs also build increasingly large fleets based on maintenance costs? or will they maintain the normal sized fleets regardless of ship maintenance costs?

Hi,
You can use the Ultimate Editor to alter any mod (or vanilla) to be able to do this. You just need to change the maintenace costs for each ship (roughly 1 maintenance = 1 population, so a 400 population planet can in theory support 400 ships if all of them have a maintenance value of 1).
However there are some preset values that alter the overall population support value for each empire (see the below post). Basically it varies from 1 to 1 for the klingons to 1 to 0.75 for the Ferengi (with the others in between the two).

You could use a hex editior to change these values, as this would be quicker than altering all of the ship maintenance values ... however I am not exactly certain as to what you would need to set...
The AI doesn't realy seem to notice population support that much .. it depends on the difficulty level but most of the time they go way over their supposed limit.
