you should be able to change that in UE (i'm using UE 1.07dev11e)
load stbof.res into UE and select
EDIT -> GALAXY -> STELLAR OBJECTS
in the dropdown box select 'Red Giant'
in the box below the word Frequency: change to 0.00 (vanilla value is 0.15) and click the 'Apply' Button
the sum of the probabilities is re-calculated (it will now be less than 1)
select other sellar objects and adjust there probabilities until the sum is 1.
