Editing the number of buildings in a system

I saw a post about this once a while back, but I haven't seen anything about it since so I thought I would ask again.
Is there a function in UE that allows someone to edit the number of buildings (i.e., change 0 farms to 50 farms) that are present in a system? I know that it can be done via a hex editor but my attempts to do so have not met with success-I don't seem to be doing it correctly. UE is a great piece of work, and I was wondering if a function like this had been added yet?
