Effects of Non Aggression Treaty

As the title suggests, I would like to start a discussion on how this is handled in trek.exe and if it is moddable. Perhaps some of you codemasters have some relevant info you would be willing to share here.

So, to begin, I would like to ask this: When you form a Non Aggression with another major, could it be possible to set territory settings to as if they were neutral? To only allow entry into contested (neutral zone) sectors? Of course, one would prefer their attitudes toward such incursions to remain intact (get mad at you for entering a contested/neutral zone territory, thus provoking war)
