Enhancing Outpost & Starbase stats

Hi all,

After describing to you how I watched two Cardassian destroyers take down an outpost then one turn later watched a lone Romulan Battlecruiser bring a Starbase crashing to the ground, I'm sure you'll understand this question;

Could someone please tell me how to change the stats of Outposts and Starbases?

Use UE. You can edit starbase/outpost stats in the same place/way that you edit ship stats
