Okay so I've added the Breen to replace the Caldonians, and budged the Bynars down one position to make it fit in an alphabetical order. Hence what I've done is
Bynars --> Breen
Caldonians --> Bynars
Now is it possible to edit a file/s so that I can re-associated all of the text and speech files linked to the Bynars? Now, because of the change, they would have the Caldonian text and speech files, so how do I fix it?

UE can change the sound file used by the caldonians for the one used by the bynars and can add one for the breen; there are a number of lexicon entries that need modifying (again using UE)
135 -> 136 (Cardassian)
326 -> 327 (Ferengi)
455 -> 456 (Federation)
573 -> 574 (Kilngon)
1071 -> 1072 (Romulan)
1288 -> 1290
1289 -> 1291
move the seven texts in lexicon.dic and then replace i.d.'s 135, 326, 455, 573, 1071, 1288, & 1289 with new text for the breen (the first 4 should match the new sound files) added.
Again in UE make sure you change 'Minor Race Attributes' (ie Caldonians are peaceful -> Bynars are Warlike)

Further; you can move the bynars structure down in the building list and the Caldonians will move up one place; make sure you set the bynar building to be built with the 'new' bynars and then replace the caldonian structure with the stat for the breen special structure (at the very least a breen reserch centre. remember that the text for this structure appears in the race info pane in diplomacy and on diplomatic contact.)

Thanks for the reply Peter. The Lexicon I'm more-or-less good with, how do you edit the sounds in UE though? I had a look through it and couldn't find anything that would help. Is it a case of manually find the sound files, extract, re-name, insert?

to switch minor race diplomatic intro sound files:
load UE the open the english.snd or german.snd file
select: EDIT -> SOUNDS -> VOICES
select indexes 1046, 1111, 1174, 1223, & 1286 for each select EXTRACT; place the extracted files in a convenient folder.
now replace using the REPLACE button select the folloing index and replace their sound file with the recently extracted files :-
1047 -> 1046.wav
1112 -> 1111.wav
1175 -> 1174.wav
1224 -> 1123.wav
1287 -> 1286.wav
Using snd32.exe (windows sound recorder) or Audacity 1.3 you can record new wave files for the breen and in a simmilar way import them into indexes 1046, 1111, 1174, 1223, & 1286.
