did you install the tools with DxWnd first? it is a must with windows 10.

BOTF will not run on windows 10 without DxWnd

DirectX versions and updates by Operating System
Windows 10 and Server 2016 Technical Preview
DirectX 11.3 and 12 are included with these Windows versions.
Updates will be available through Windows Update. There is no stand-alone package for these versions of DirectX.

you misunderstand, Dxwnd is a directx hooking program that allow older game to run properly on windows 10 it has nothing to do with your directX version installed.
I will ask again when you ran installer first time did you install "tools" this is first item on component list. if not uninstall everything and make sure tools are installed on first run of installer.
