if you want to add a building exclusive buildable at specific minor systems:
In UE -> Buildings -> Building Stats -> copy a minor building itself to get all necessary settings at once or (if you don't want to extend the number of buildings in your mod) change a building of your choice and select the specific race/races under 'Needed race on system' (third page of building stats) for minor race needed to build the building and on the left side the majors who are allowed to build it if they are 'owner' of the specific minor race.
Than you also have to go to Starting Conditions -> Starting Technology and make the building available for the right tech areas for the minor and the majors (simplest way: take button 'Auto-Set All'). Now you have another building exclusive buildable at the minor system/s you've set.
