I must be missing it but I have never really figured out what "special ships" the Utopia Planitia actually builds.

I guess i've been playing a mod and I never figured it out in the original game. Do the other races have something like that too?

nope and in vanilla you normally build it that early you never see it's effect

hi im new and wanted to ask can i build utopia planitia from the beginning or do i have to meet some requirements before i can build it?

Welcome to the forums, Jehuty. 
If you're playing vanilla BOTF, you have research level 5 in Construction technology to unlock the UP shipyards. In addition, they can only be built in the Sol system.
