Yeah Ubuntu has suffered from stale packages for many years as they just patch core system files. This is why some prefer distros like Manjaro (or Arch). The software center just freezes versions of software so unless you go to the PPA's you don't get the most current versions of software (which can include patches like the mentioned VLC).

Some programs like AppGrid do a better job and are what the software center should have been in the beginning. The good news is this is changing in 16.04 with snappy packages. This will allow Ubuntu to get application updates much faster while keeping the system stable. Of course it will take a bit of time but the Ubuntu team is addressing this issue - finally!
