view tga files as thumbs in windows explorer

Hi everyone,
it has always bugged me not being able to see thumbs of tga files, I have used some 3rd party programs in the past but found if you install DX-SDK jun 2010 you will have tga thumbs.
DX-SDK will install on windows 8/10 but with errors 
but think this is due to I already had newer version of one of the redist packages
