Saw a version pop up on xcom. Here's a botf version. Is this legit?

You tried installing it? Its the second game I've seen people appear to rip off on android. There was something similar happening with xcom 94'.

It's not a ripoff. It's a reimplementation of SirPustekuchen's Birth of the Empires. And it most certainly isn't malware. It does need some permissions for saving games and cloud saves. It's also available for PC on itch.io and its source is on bitbucket freely available.
