I can play a great game UNTIL I meet the Cardassians. The Klingons have to go to tech 5 to get their espionage defense, where the Cardassians only need tech 4 to get their espionage bonus. There are phoenix facilities but those pales in comparison to the security forces and are as labor intensive as upgrading a systems infrastructure, not to mention costing 100 power.

Playing as Klingon can be tough from tech 1 depending on difficulty level.
1. you must play as Klingons.
2. don't depend on security forces you must use many smaller systems as dedicated intel systems, also since security forces is % based if you have no intel structures manned they have no effect.
3. allocation of research is very important, keeping them even rarely is very effective. You need to assign to you current needs.
4. cardassians and romulans are very damaging to klingons since they have such high intel. so when you met them be prepared to attack them quickly and hard. if possible take out there home system.

Romulans hardly ever bother me, as any race, espionage wise. The Cardassians on the other hand, will keep throwing their operatives at you even if they have no chance of succeeding.
I had a massive number of systems, all with intelligence and research points. I had internal security running WAY before I made contact with the first major race, let alone the Cardassians. I meet the Cardassians and a few turns later, even though my economy is double that of the Cardassians, BAM ship stolen and that is a top end sabotage result.

do you keep 100% on internal security or assign 1% as soon as you meet any race? this forces AI to also keep higher internal security so they do less damage.
but it sounds like they got lucky on first intel attack.

Happened to me another Birth of the Empire game. I met the Cardassians and they won an undeclared war through sabotage.

yes they do, they just don't use it as a way to conquer races. The 1% is only a way to limit damage they do, and rarely does any damage.robertbc73 wrote:100% Klingons don't spy!

On Klingons and spying, they did say the Klingons had an intelligence arm in TNG, but never clarified if that was more than just reconnaissance, scouting, and data analysis.
There is evidence of Klingon engaging in spying and sabotage in the TOS episode "The Trouble With Tribbles", as well as several episodes of DS9, though it was more counter-espionage.
