Rapid Colony Growth

Looking to make moons occur more often in terms of 'does x system have a moon', though fewer moons. (moon habitation +5 on Sol likes to give at least +100 max pop, and made a Fed-only 'upgrade' that, uh... isn't "onepersystem" and get 1,000-max pop systems ha!.

Other idea:
For Higher-tech levels, if a mechanism similar to how Martial Law works, to expand new colonies rapidly. Basically this is how it works:

"Rapid Colony Growth" Relies must meet certain criteria to be selected.
- Current Population must be less than half the Max Population of the system.
- Pop Health above a set level.
- ACTUAL food production must already be say, +100, or some element of 'x current pop level'.
- TOTAL CAPACITY of Food Production must exceed the Max Pop Capacity.
- MORALE must be + values... maybe looking at *empire* morale rather than system?

So. Example:
A system with a MAX population value of say... 630. (big system with moons, so Moon Habitation bought and active)
Current Population though, is maybe 190. all the mains for sufficient food, and health centre is active, allowing to meet the minimum for expansion. Actual food production is powered up for +350, and total capacity if fully powered is actually +700.

Activate a five-turn Rapid Colony Growth, and per turn, it expands at a 25% growth rate. so
Turn 1: +47 = 237
Turn 2: +59 = 296
Turn 3: +74 = 370
Turn 4: +92 = 462
Turn 5: +115 = 577
a TOTAL gain of 387... But by then, it WONT meet the "current pop < half Max" criteria. During this period, no industry production for other buildings, no CREDITS from the system... and it COSTS a FORTUNE.
Maybe has a 0-growth effect on all other systems and only one system can use this at a time? aka 'OnePerEmpire', but once finished it isn't a building, so doesn't show as 'built'.

Again, due to the criteria means it wont be on the build list unless ALL criteria is met (like how Martial Law doesn't appear until you're at apathetic or lower)
