I think that currently it may only be working for the turn that you set the TR, and then it gets discarded - it may be only a display issue though (next turn the value is different), will have to check.
Fixed for the next release.
Tweaked the values a bit too.

In the next patch, the Economy overview will show pop and TRs for colonies of civs you can establish trade routes with too (not just yours), so that you don't have to check each colony's pop.
It'll only show max TRs though, you'll have to count how many are already established.
