I know it wouldn't be canon, but I'd like the ability to set alliances at the start of a new game as a way to manage the difficulty. For example, I might consider playing Feds if I could set the Cards/Dominion to be permanently allied and the Klingons/Roms to be permanently allied. Or set one major power as my ally and put the other 3 as a separate 3-power alliance against us. Or all 4 allied against me
