Detailed description of your issue
As far as I can tell this one is a game only bug that I encountered while playing UDML. I meteor struck one of my systems and all farms were destroyed so I started buying a replacement every turn to try to save what I could of the population. A few turns in I had enough food for the population to stabilize and rebuild again but at the end of the turn every food structure was unworked. I manually put bars back into food and at the start of the next turn the population was still starving despite having enough potential to feed a fully populated system.

this could just be a corrupt saved game. And I doubt if it is fixable from your description.
