Hello all,
I wanted to know if there is a way to make certain that the game generates/places ALL the alien races on the board at the beginning? Don't get me wrong, I love the game, but the galaxy it created for me seems a little empty this time around...

nope, it is a random generator and is set to max possible, if set to "MANY"
with many set, depending on galaxy shape you may see as few as 22 minors on ring type, irregular should give 25 - 30 minors.

i found only one minor on a setting of many until after turn 200 and over 1/3 of the galaxy explored, and then bang a ton of new minors right and left go figure. fluke or program intended.

not sure if this is what you are experiencing, but some times on larger maps minors will be placed mostly on left of map.
