which ship building sets is used by the AI?

is it predefined which ship building set is used by the AI? or does it use one or the other depending on game situation? any idea haw that works?

Thanks for reminding me of those; i did read them and I got how the AI uses a ship build list based on an agenda; but I still did not find the answer to how does the AI decides which agenda to use apart from the starting one?
If anyone know when and/or in what conditions the AI switched from one agenda to another, I would very much appreciate a post or a reply on that.
