anyone played with the pop maintenance for main buildings

Hi, a though crept into my lazy mind; since i increased the population for M planets i regularly find systems with 500-600 population and in the case of minor race system (because of no limits on planets number), i might end up even with 800-900 population. And even if the industry is up and booming it still take a full turn to build a factory or research or intel building. And to build 50 of those takes, well ... 50 turns.
So i would rather have a factory have twice the pop maintenance (like 20) and twice the build price and production; it will build in one turn and cut the time of building up the minor system in half.
Has anyone tried this, how did it worked?

The number is only calculating the output. Setting it to 5 will double the output, but will still take 10 population for a factory to run.
