Problem with buildings on certain tech levels

I edit some buildings in ECML for example starfleet academy from tech level 5 to 3. When I start a new game on tech level 3 and I (or enemy agents) destroy the academy, I can't rebuilt it, although in science area the building is "available". But when I start a new game on level 4 and destroy the academy, I can rebuilt it. Can anybody please help me?

this is a common issue editing structures.

1. with UE edit/starting condition/starting technology, use "auto set all"
also
2. with UE edit/starting condition/starting buildings, you should check/correct edited building is given when starting a new game for each race and each starting level.

Thank you, thunderchero. I fixed it. :)
Next time I search a litte bit longer. :)

Unfortunately my saved game has still the problem, but I can live with that.
