Cheating AI? Also bad AI.

Just how bad does it cheat?
I did some testing with a mod that greatly increases maintainance costs - it seems like he AI completely ignores it.
Even though I'm #1 in economy and have a slightly larger empire, the enemy fields twice as many ships as I am.
Also, the AI tactic of "giant blob of death" murders any fun out of the game. Because that's all i boils down to - collect bigger blob and march right in.
The AI doesn't know a different tactic (multiple strikes with smaller fleets) nor how to defend against it.
