Believe me, I'm a nightmare when it comes to striking up any kind of deal as I always read and challenge the small print.
OK, K'Vort no cloak, so now Klingon T5 can be used (does mickar agree, although I see he's not in sign up list yet, so maybe doesn't matter).
If we're going K'Vort no cloak why not just edit cloak out of K'Vort in UE and issue it as the 1.02 K'Vort No Cloak Mod and make it the official version for this comp.
I realise it would be easier to just go with 1.02 as issued to run on Multi-Installer, but stopping it from being able to cloak means that players won't accidently, or on purpose cloak their K'Vorts.
Ref T1, Large, I only mention due to practicality, but personally don't have big problem with it, just wondered what everyone else thought. I, like you JBL, wouldn't want to put off any T1 speciallists.
You didn't answer the Randoms/Borg question, so I'll assume it was a stupid question and that we never have Randoms on in a competition.
That means that challenger is free to choose Empire, Tech Level, Galaxy Size (and type, or is it always irregular?), Number of Minors and Difficulty Level?
OK, if these are the parameters, I'm in.

While I think that even a non-cloaking kvort is still an unfair advantage, I will agree to it if everyone else does.
Obviously, no Edo killing/training. It's easy to see if rom is doing it. Other than that, there should be no restrictions.
I don't care about the tech level either. I probably play more t1 games than t5 anyways.

I can only see one problem with a player choosing both settings and race.
t5 small map and takes roms
A small map gives rom an unfair dill advantage and may prevent his opponent from ever getting more dill. With rom's dill he can quickly make a fleet which ensures he can quickly get demands and makes more ships than his opponent could ever hope to make.
A t5 small rom has a better than average chance at beating cloaked kling.

Another thing to maybe think about is when two comparable players play each other, if one of them gets settings AND race, it suddenly won't be very comparable.
Whilst this works good for underdogs in the early rounds, it won't work too well in the later rounds.
Either way, i'll go with whatever is decided, I am eager for a 102 tourney regardless.

TOURNAMENT RULES SUGGESTIONS FOR SETTINGS OR RACE? STYLE BY DISSY
(these are rules i've used before for other old skool tournies, i strongly recommend using them - have read people's views also)
1)Player on Top Bracket asks the Question, would you like to pick settings or race first? Player on Bottom Bracket Responds.
2)No random events.
3)Minimum Tech Level 3. (t1/t2 games are too long, sorry)
4)Both players must discuss their starting systems and must restart until both players are happy with their systems, a total of 400 from two side systems on t5 is acceptable, players must be trusted not to lie and be cool, this is a recommendation however if both players agree on "no restarts" that's fair enuff, but games suck when u get a shit system and have to have it, this way will stop "i had sucky systems" game reports
5)When selecting settings, a race pairing maybe included, such as "t5 med rom or card, which race u want?" etc, also the settings "t5 med no cloak no intel" can be forwarded to allow balance in fed v card or ferg v rom games for eg.. No variance of setting is prohibited (except below t3), as long as both players agree.
6) Klingons are now "no cloak" entirely. No modification will be made with game. Players playing as klingons MUST NOT use cloak vs AI or human players, for either class of bird of prey! - POSSIBLE EDIT? Cloaking scouts?
7)EDO training as any race is BANNED! Edo god must either be attacked every turn until dead; or hailed. It is still allowed to kill edo god, but the hail order must never be used to gain advantage.
8)If both players cannot agree on settings for some reason then you will be given a setting and races each by independant observer (thunder?)
9) TRUST! you trust your opponant truthfully tell u his systems, truthfully does not edo train, and truthfully does not cloak.

if your opponant picks t5 small, you pick rom thats fair.
it's your opponants error for not going t5 med, but then you may choose kling, it's classic.
i hope to see some epic t4 small battles too.

Guys from the MS Games Zone days had a tourney system that worked very well in the past. This is vanilla tourney, so why don't we adopt these rules suggested above and see how everybody likes them? those who tried them (old skool:) seem to like them - so why don't we give it a go. Point 3 allows for, perhaps, too much varience - but this can be discussed and settled upon - this is small stuff.
