yes, but there is so many free options out there.

but for most hex editing you can use bof_patcher.

most code topics will have "patch" file or text to create one. also some of the mods will have patch files that was used.

Yes, HxD is still a good recommendation

Eg. the simple feature '-> Special editors -> Data inspector' supports directly editing of float values in Big/Little endian (just click data type)

Assembler level: IDA-Pro free & OllyDbg

Expert programmers use even more tools I'm not familar with.
I don't know how many bugs is too many but that point is reached somewhere before however many in BotF is.
