Is it a random event when someone in my Federation speaks out against my Dominion allies causing relationship damage or is this the Romulans doing some espionage activity against them or me?

My internal security is really buffed so I am thinking perhaps they hit the Dominion ?

Can be either an intel or random event or a standard AI reaction (e.g. pseudo legitimation for them to hate you for becoming too powerful)

Thanks - yes - this was either intel or random event since the statement against the Dominion came from within the Federation. I am leaning towards random event as I have a ton of points spent on Internal Security and a bonus from one of our absorbed members.

But then again one must not underestimate Romulan sneakiness ....
