Bribes

Is it possible to bribe an affiliated minor culture away from one of the larger empires? If so, how does one go about doing so?

As long as the minor race hasn't been subjugated, you can steal them, though it may take a lot of credits. You have to send the minor lots of big gifts (as big and as often as possible) until they like you. In my experience, you can break an affiliation treaty with an "enthusiastic" report, but to break a membership treaty you may have to send gifts even after reaching a "worshipful" report. Then try a bribe, and continue with gifts if it doesn't work.

Is there a way to encourage subjugated systems to revolt (or is that covered under the umbrella of "intelligence")?

That is covered under intelligence. You can help it along though, by winning large battles against the other empire or subjugating other systems of theirs to lower their morale.

Also note, due to a structural programming error in BotF, you must enable the random events for rebellions. :evil:
I don't know how many bugs is too many but that point is reached somewhere before however many in BotF is.

due to an error that has now been resolve if you force a rebellion of a minor system they will be diplomaticly unavaliable to you therefore best to diplo-blitz and get them that way else you'll have to subjugate them. This is not a problem if the fix has been implemented :D
