Please explain differences in tactical commands by race

I have long puzzled over precisely what the differences are (if any) between races when executing orders like Charge or Evade. Do they always perform them identically, because it seems like certain races execute certain types of maneuvers better than others. IE, is the Klingon tactical proficiency only a result of the ship design or do they actually fight better regardless? Are the AIs different or not?
Any information provided would be appreciated.

funny, as I read this on the startpage I asked myself, what kind of "Lazarus-Question" that is... and then I saw your name...

I've been playing the game since it came out and there is a definite difference. Some race's ships are more maneuverable and can fire phasers from different angles better.
